Sash windows fogging up on both floors

Bought a 1920s house last year and two of the sash windows went cloudy between the panes. Landlord before us never touched them. I want new sealed units cut to the old frame size instead of ripping out the whole frame. Anyone worked with a custom sealed units manufacturer who handles odd measurements like this?
